UPDATE: Peskov: Kremlin to send list for capital amnesty to govt

MOSCOW, Feb 5 (PRIME) -- A list of more than 10 businessmen residing in the U.K. who want to return to Russia compiled by business ombudsman Boris Titov will be considered by the Kremlin and sent to the government, Russian presidential spokesman Dmitry Peskov said on Monday.

“When it comes to president’s guarantees, legislation of the Russian Federation in power is the best guarantee. This is not the president’s responsibility. But if such a letter arrives, it will surely be considered and then sent to the corresponding authorities which had questions to the people or still do,” he said.

Peskov also said that President Vladimir Putin does not plan to consider criminal amnesty for the businessmen. The amnesty may be discussed only taking into account the opinion of law-enforcement officials.

Titov who will run for president in March 2018 earlier said that he had sent the list for Putin’s consideration.

Andrei Isayev, Deputy Head of the United Russia party in the State Duma, the parliament’s lower house, said earlier in February that Russia has to create conditions for businesspeople who left the country under different circumstances to return their funds, but it should not mean an “automatic amnesty” for those suspected of criminal offence.

“I would like to distinguish between those who have committed crimes… and those who just evacuated their funds there,” he said.

Deputy Head of the president’s Human Rights Council Yevgeny Bobrov said that businessmen who want to return to Russia may use every option in consideration of their cases including decisions of the European Court of Human Rights.
